Andrew was awarded a Bachelors of Science Degree in Accounting from the State University of New York at Albany in 1980 and received his license as a Certified Public Account in New York in 1982. In 1989, he was awarded the Certificate of Educational Achievement in Governmental Accounting and Auditing. He is currently a member of the American Institute of Certified Public Accountants and the New York State Society of Certified Public Accountants.
